The Devon Landlord's Association recommends that:- "All Landlords should have an independent inventory report. This independent report is essential if ever there is a need to go to dispute resolution services subsequent to the ending of a tenancy. The independence of the report is what carries the greatest weight with the people who make the awards to either the Landlord or Tenant" in the event of a dispute.
